It is shown that the stationary black hole is a system within the region of total unbounded energy spectrum;outside of the external-horizon the energy gap between the positive and negative energy spectrum is disappearance in the surface of external-horizon,and outside of the external-horizon,the black-body radiation system or the positive energy spectrum system can be easy excited.
